After the cold war: security for development (English) Abstract. If the Cold War is ending, the paradigm that has framed national security agendas for forty plus years must change. Threats to the environment, instant global communications, access to changing science and technology, and deepening economic interdependence. A global war, cold or not, required a global system of bases, security arrangements, and intelligence requirements. More importantly, it demanded that iritelligence operate on a stringent wartime understanding of both the value of security, especially the restriction of access to information, and the potential cost of security breaches.
The European Union cannot act as a fervent guardian of the post-Cold War status quo without risking a total collapse of the institutional infrastructure of post-Cold War Europe.
